Foreign DNA databases for Dutch detection?

Recent became known that the Public Prosecution Service wants to start using foreign pedigree DNA databases to solve Dutch 'cold cases'. Initially, it concerns two US databases whose users had once indicated that their DNA data could also be used for criminal investigations.

This raises many questions. Such as: is there even a legal basis for this? Isn't this a typical example of 'function creep' (purpose shifting)? Is the previously given 'consent' of data subjects valid for this purpose? And what other objections and risks are there?
