Preventive screening of tenants. Is that allowed?

In recent years, more and more municipalities have decided that new tenants in certain residential areas should be pre-screened. But is this actually allowed? And if so, in which cases and under what conditions? 

In the NTR radio programme Nearby Netherlands (Radio 5) a discussion on this took place last night. On behalf of Privacy First, Vincent Böhre took part in the conversation and argued, among other things, for the introduction of proper legislation in this area.
